Owners' Voices

Many Laurel Bay homeowners have pushed back against a rental cap. They have sent emails, voiced their concerns, and directly told the rental cap committee that they oppose the proposal. Yet the committee did not disclose or acknowledge any of these communications.

The committee's mandate as it was approved by the Board, in October, 2025 was: "for the purpose of investigating owner’s preferences whether or not owners are in favor or against instituting a rental cap. This committee will dissolve once that is determined."

Instead, it has engaged in one-sided email campaigns, town halls, and repeated pro-rental cap advocacy while blocking a community wide survey requested by many.
When our group was formed, to balance the one-sided pro-rental cap lobbying of the committee, we received a flood of responses from homeowners, including copies of correspondence that the committee has never shared with the community.

Serious Owner Concerns

Ms. Manus (owner) raises serious concerns about the origins, conduct, and foundation of the rental cap committee. Drawing on her legal background, she questions how this began, the conduct of two Board Directors, and the lack of transparency surrounding it. She calls for a substantive, detailed response. This homeowner sent a letter to the Board of Directors against the rental cap proposal. It was submitted for the July 8, 2026 Board Meeting, but it was never read due to the interruptions of James Wesley, the rental cap committee chair. Here is the document

The Anonymous Letter

In June 2026, an anonymous Laurel Bay homeowner mailed a letter to all owners outlining four factual arguments against the rental cap and four concrete actions that could improve our community. Instead of addressing the facts or offering substantive counterarguments, the pro-rental cap committee focused its outrage on one thing: the author was anonymous. Why? Because, as many homeowners have experienced, speaking against the rental cap triggers harassment, personal attacks, and intimidation.

When they cannot refute the facts, they go after the messenger. The Anonymous Letter.

7 Points Against the Cap

In June 2026, a homeowner sent, Board Member and Rental Cap Committee member Lorie Taylor, a list of reasons why she was opposing the rental cap. Lorie agreed to share it with the Board; she never did. You can read that list here. 

The One-Sided, Misleading Emails

A homeowner described the rental cap email as misleading and clearly promoting a rental restriction rather than providing impartial information. Here is the email in question.

Note the committee’s stated objective: “working toward an amendment to the CC&Rs that would restrict rentals for new purchases only.” This is not information gathering, it's advocacy.

Addendum to July 8 Board Minutes

A homeowner provided the text of an addition to the July 8, 2026 Board of Directors Meeting Minutes. It was approved as an addendum to those minutes at the September 9 Board Meeting by unanimous approval. This is a parallel description to one we've posted on the What's New section of this site. It describes the disruptions, interruptions, and commands delivered by a non-board member (Dr. James Wesley) to two members of the Rental Cap Committee who are directors of the association.
