Homeowner Marta Manus Gets Serious

During the Open Forum at the September 9, 2026 Board Meeting homeowner Marta Manus read out loud the letter she had sent to the Board of Directors and repeated her demand for a response. See her letter at this link.

Ms. Manus is a former HOA Board President in a larger community and a local attorney. Her even-handed reading primarily focused the origins of the rental cap issue and the formation and charter for the Rental Cap Committee chaired by James Wesley with the following specific questions.

• What made rentals an issue?

• What effort was made to determine whether homeowners felt rentals were an issue?

• Why would this issue need a major change to the governing policies of Laurel Bay?

• Did this originate with Board Members? Which ones? What evidence was shown to justify the effort?

• Did individual Board Members actively advocate for or solicit homeowner support for this issue?

• Do those Board Members understand that any such activity violates their fiduciary responsibility to the entire Association and its members?

• Was any information supplied to homeowners complete and balanced in order to aid an informed decision?

She respectfully reminded the Board that its members have fiduciary responsibilities to the association and should approach matters affecting homeowners impartially, in good faith, and with the interests of the community in mind. Board members should not use their positions to advance personal interests or predetermined outcomes. If a Board member is unable to approach this issue consistent with those obligations, that raises legitimate concerns regarding that member’s continued service on the Board.

Later in the meeting Director Nancy Chase, a member of the Rental Cap Committee agreed to draft a response to Ms. Manus.
