Here is what happened July 8

The July 8, 2026 Board Meeting:

During Open Forum, James Wesley, Chair of the Rental Cap Ad Hoc Committee, repeatedly interrupted homeowners who were expressing opposition to the rental cap and discussing the divisiveness it has created in the community. This conduct goes completely against the committee's Board-approved mandate: "for the purpose of investigating owner’s preferences whether or not owners are in favor or against instituting a rental cap."

During the subsequent Executive Session, while the Board was discussing proposed community survey questions, James Wesley repeatedly interrupted President Paul Abel while he was attempting to conduct Board business. After being instructed to stop participating and remain silent, while the Board deliberated, James Wesley stated: “If you don’t let me talk, it doesn’t matter, I am going to text them.” Louise Wesley then responded, “He is going to text us,” while displaying her phone.

James Wesley subsequently texted Board Directors Louise Wesley, his wife, and Lorie Taylor during the Board's deliberations. His phone's volume was audible, including typing and message notifications. For approximately 30 minutes, both Directors repeatedly looked at their phones, while President Abel was seeking their responses to questions, that they subsequently read aloud from the text messages they had received from Mr. Wesley.

The survey discussed was intended to obtain homeowners' input on the rental-cap issue and other community priorities. James Wesley's intervention ultimately disrupted and prevented the Board from completing its consideration of the survey.

The participation of a non-Director in the Board's deliberations through private text communications raises serious concerns regarding compliance with California's Open Meeting Act, the transparency and integrity of the Board's deliberations, and whether the two Directors were exercising independent judgment. These concerns are heightened because James Wesley is Chair of the rental cap ad hoc committee, which has been actively advocating for a rental cap for months, the very issue on which the Board was considering whether to seek input from the community.

The apparent effort to influence Directors against surveying homeowners on a divisive community issue raises concerns about whether the two Directors were acting independently and in the best interests of the membership as a whole, rather than advancing their particular agenda.
